ROCHESTER — R. Carlos Carballada, the city’s commissioner of neighborhood and business development, has been named the Hispanic Business Person of the Year by the Rochester Hispanic Business Association.
For more than three decades, Carballada has held key positions in the local banking industry through his work at M&T Bank, Rochester Central Trust Co. and First National Bank of Rochester, according to an RHBA press release. He also served as a New York State Regent and is a member of several community organizations.
